Community Providers

Community providers are licensed childcare providers (both center and home-based) who have received state funding to provide public Pre-K at their childcare sites.

Eligibility: Children who are 3 or 4 years old by September 1st and are residents of Baltimore City.
Cost: Free for 3 and 4 year-olds whose family income is 300% or below of the Federal Poverty Level (about $99,000/year for a family of 4). Available on a sliding scale for 4-year-olds whose families make above that.

There are nearly 800 seats at Community Provider locations across Baltimore City.
Community providers must meet Maryland Department of Education standards for high-quality Pre-K, and their classrooms are staffed by qualified and trained educators.

St. Vincent de Paul of Baltimore operates six fully credentialed Head Start sites and four licensed Early Head Start sites in Baltimore City. Classes are full-day and include free breakfast, lunch and afternoon snacks. Acceptance is based on age and income eligibility, and available space in classes. In 2024-2025, we operated a total of 2 PreK classrooms at our Fatima and Arlington sites. PreK enrollees enjoy family support services like tuition assistance, career planning, and individualized case management services aimed at strengthening families and building self-sufficiency.
